Long-Term Services and Supports Interim Feasibility Report

As part of the Master Plan for Aging, the California Department of Healthy Care Services has partnered with Milliman, a national actuarial firm, to develop a long-term services and supports feasibility study. This study will include the projected cost estimates of alternative financing and service options, as well as possible impacts to existing state-funded programs and services, including (but not limited to) Medi-Cal and the In-Home Supportive Services Program.


Though the final report has not yet been released, below you will find the Interim Report that provides background information on the feasibility study. The Interim Report contains three main sections:

  1. Current and Proposed LTSS Financing Environemnt

  2. Stakeholder Report of Findings

  3. Feasibility Study Tasks and the Next Steps
